Abstract

Universities are as inescapable scientific mission to train human skills, build and deploy appropriate technologies and institute permanent socio-community linkages to detect their problems felt and guide action towards concrete solutions, endogenous and taxed at full sovereignty. These processes must be coordinated with substantive university organized communities, contextualized in its potential and social-natural limitations under the constitutional principle of active participation steward, the strategies of the National Project "Simon Bolivar" and given social order. As food sovereignty a strategic problem of endogenous development is for UPT "Algeria Laya" a course of action essential in its mission.
