Abstract

The updating of the Cuban economic model gives an essential role to the development of the territories, particularly the municipalities, which should enhance their competences to manage local projects that have a positive impact on the economic, political, social and environmental spheres where is essential the principle of self-sustainability. In this context it is primordial not only to formulate and ensure the execution of these projects, but also to evaluate them once implemented and to correct, if necessary, possible deviations that affect its conception and integrality. Taking into account the foregoing and the experience accumulated by the province in projects of the Municipal Initiative for Local Development, this intention is set forth, which objective is to achieve a greater comprehensiveness in the formulation and evaluation of the aforementioned projects by strengthening the synergy between the different phases of the investment process.
