Abstract

Complexities as for actoral dynamic bring it potentialities without be useful and insufficient articulation processes. That makes necessary to use modern focuses of management like the chain of value, in local governments. This investigation evaluates the local public management with focus of chain of value, using as application universe the mountainous municipality Maisí. This facilitated to analyze functions, problems and public political, negotiated at local level and to determine their development index in the 2011-2017 period. They propose productive links to promove the chain of value of coffee as platform of actors’ support, from the government's public management and starting from inadequacies detected in each one of them, actions settle down in function of the inter- actors’ articulation and multi-level, like premise for the achievement of competitive advantages for a sustainable local agrarian development. It used in their realization theoretical, empiric and statistical methods.
