Abstract

Governments for the attention of the fragile ecosystems, constitutes an important tool for the achievement of the present development and future at local level, the administration procedure settles down in six stages that belong together with the process of planning, organization, management, evaluation and control, using all the potentialities of financings, so much exogenous as endogenous. He/she put into practice in the investigation like theoretical method the analytic one-synthetic by means of the consultation and revision of the theory specialized in related aspects and empiric methods starting from the application of surveys, interviews, direct observation, consultation of documents for the summary of the information, among others.
